If you need a business website of up to ten pages in Oman, a freelancer or an independent consultant with a delivery team behind them will usually give you the best price for the attention you get. If you need a large build with several departments involved, a vendor registered for a government tender, or a contracted 24/7 support level, an agency is the right shape. The offshore option is the cheapest on paper and the most expensive when it goes wrong. This guide sets out what each costs in Oman, who you actually deal with, where the risk sits, and the questions that settle the choice.
The four options, compared
| Freelancer | Independent consultant with a team | Local agency | Offshore team | |
|---|---|---|---|---|
| Typical business website price | OMR 200 to 1,000 | from OMR 250 | OMR 500 to 5,000 or more | OMR 100 to 500 |
| Who you talk to | The person doing the work | The person who scopes and reviews the work | An account manager | A sales contact, then a project manager |
| Speed for a small site | Fast, if they are not busy | Fast, with a team to absorb load | Slower; more approvals | Fast to start, slow on revisions |
| Arabic | Depends on the person | Usually built in | Usually built in | Often a plugin, not a real build |
| VAT invoice | Only if registered | Yes, if registered | Yes | Usually no Omani tax invoice |
| After launch | Depends on availability | Care plan or per request | Support contract | Hard to reach after sign-off |
| Best for | Simple sites, tight budgets | Owner-led SMEs that want senior attention | Large builds, tenders, enterprise | Templates and one-off throwaway sites |
The price ranges for freelancers, agencies and offshore teams are what published guides for Oman report in 2026; the consultant figure is my own published price for a 5 to 8 page business website on the price list, excluding 5% VAT.
Freelancer: cheapest attention, most dependent on one person
A good freelancer in Muscat is the best value in the market for a simple site, because you pay for one person's time and you speak to that person. The risks are the same two every time. First, continuity: if they are ill, travelling or busy with a bigger client, your change request waits. Second, ownership: freelancers often register the domain and hosting under their own accounts for speed, and the business discovers it does not own its own website when it tries to leave. Neither is a reason to avoid freelancers. Both are solved by two lines in the agreement: every account in your company's name, and a written price for changes after launch.
Check whether they are VAT-registered. Registration is mandatory in Oman above OMR 38,500 of annual taxable supplies and optional above OMR 19,250, so many solo freelancers are not registered. That is legal, but it means no tax invoice for your accountant and no VAT to reclaim.
Independent consultant with a team: the middle path
This is the shape of my own practice, so read this section knowing that. One person scopes the work, writes the itemised quote, reviews every deliverable and answers your messages; designers, developers and marketers from an established team do the delivery. You get senior attention without the account-manager layer, and continuity because the work does not depend on one pair of hands.
What to check: that the price is itemised and published rather than quoted after a meeting, that the person you speak to is the person who reviews the work, and that the delivery team actually exists. Ask for live sites and load them on your phone.
Local agency: the right shape for big builds
An agency in Muscat brings a project manager, several specialists and a support desk. For a corporate site with twenty stakeholders, a portal, a tender that requires a registered vendor with a Commercial Registration number and a VAT certificate, or a contracted response time, that structure earns its price. For an eight-page site it usually does not: you pay for layers you will never use, and the designer who does the work is two people away from you.
Published guides for Oman put agency websites at OMR 500 to 5,000 or more. Ask for the itemised version of any agency quote. The same eight pages priced line by line often come to half the package price.
Offshore team: cheap until it is not
An offshore build from India, Pakistan or the Philippines looks like the obvious saving at OMR 100 to 500. The costs arrive later: revisions across a time zone, an Arabic version done with a translation plugin, a site that was never tested on an Omantel or Ooredoo connection, no Omani tax invoice, and nobody to meet when the payment gateway breaks on a Thursday evening. It works for a throwaway landing page. For the website a business will run on for five years, it rarely does.
Whichever you choose, insist on these five things
- Ownership. Domain, hosting, code, Google Search Console, analytics and any payment gateway registered in your company's name, with the provider added as a collaborator.
- An itemised quote in Omani rials. The site, each extra page, copywriting, the Arabic version, hosting per month and the care plan per month, each with a number, VAT shown separately.
- A tested mobile build. Open a site they built on your own phone, on mobile data, before you sign.
- A real Arabic version if your customers include Omani households or government-linked buyers: a mirrored right-to-left layout, not a plugin.
- A written plan for after launch. Who updates the site, what it costs, and how fast they respond.
Questions that settle it in one call
- Who exactly will design and build the site, and will I speak to them?
- Can I see three live sites you built in the last year?
- Are you VAT-registered, and will I receive a tax invoice?
- What happens if you are unavailable for two weeks?
- If we stop working together, what do I walk away with?
